Abstract

Artificial Intelligence (AI) is transforming how governments deliver public services, particularly in Supply Chain Management (SCM), where Oracle Cloud leads with innovation and integrated capabilities. Yet, with the rise of AI comes the urgent need for ethics. This paper presents an Advisory-Led approach for governing AI responsibly within Oracle Cloud SCM deployments tailored for public sector organizations. It examines real-world challenges, like Vendor integrity risks, Policy noncompliance, and equity gaps, with proposed AI-driven solutions embedded directly into Oracle applications. We outline how AI features such as GenAI, Anomaly detection, and Guided Buying can help school districts, utilities, and city governments improve transparency, accountability, and delivery metrics. Oracle Cloud’s Modular and Scalable Architecture, combined with this governance model, empowers public entities to achieve operational efficiency and ethical excellence while aligning with evolving compliance requirements and broader digital transformation goals.
